That's always been the case in respect of "Digital Key +" - it relies on UWB compatibility and though most iPhones ARE compatible, most Android phones are not! Only really high ends ones are UWB equipped. My S23 is not

However all phones with NFC capability, which includes most smartphones WILL be able to be used with "Digital Key" like a Key Card

For the EX90 there is only a digital key (not a + version) and even if that key could be used only for NFC locking/unlocking, anyway Volvo still says that can be used only on some compatible iPhone, Samsung and Pixel phones, not mentioning NFC mode nor that can be installed on any other brands, probably because currently it can be installed only with those compatible wallets.

Digital key for EX30

The EX30 is prepared for the digital key technology and the functionality will be delivered later via over-the-air (OTA) software updates. The digital key will allow you to lock, unlock and drive your car via your iPhone or compatible Android device. Other future smart services will also be included, such as inviting friends and family to use your car by sharing a digital key. Until the digital key functionality is available, you will be able to use other keys.

No - the S22 is not. Only the S22+ and S22Ultra - same with the S23, S24, and probably S25 though I haven't yet checked the latter.

and the little S25 doesn't have UWB either. Samsung smokes a pipe in the same room as Volvo doing meaningless things. I've run out of "excuses" to update my S23. I'll have to wait for the S26...or...
