I have turned off the WiFi in the car now (in fact I think the car may have done this itself when I tried to enable CarPlay most recently) and based on a sample of 1 trip it connected fine.
On the subject of whether CarPlay uses the phone data or car data, CarPlay is just a fancy way of mirroring your phone functions to the car’s screen so will always use the phone’s data. I tend to use CarPlay to listen to stuff that I have already downloaded to the phone over WiFi at home. Using the mirroring function makes navigating around the apps and within a podcast (say) much easier than doing it through plain old Bluetooth.

Indeed the EX30 bluetooth media player is one of the worst I have seen.
The XC40 Sensus bluetooth media player was a thousand times better, you could see all the music files on the smartphone (including covers) and select and play any of them.

In regards to the wi-fi connection.i agree it’s a little confusing. What I meant to say is the wi-if connection on your phone, not the car. If you are at home for example you phone is connected to your home wi-fi, when you get into the car the car want to use your phone’s wifi and Bluetooth to connect to car play
